4% Housing Reservation for Divyangs in Central Government Schemes

Central Government Announces 4% Housing Reservation for Persons with Disabilities

The Ministry of Housing and Urban Affairs has taken a significant step toward inclusive governance by providing a 4% reservation in government housing allocations for persons with disabilities (Divyangs). This marks a major stride towards equality and accessibility in public services.

The government is committed to empowering Divyang citizens through various schemes. In line with this commitment, all central government housing schemes will now reserve 4% of residential units for persons with disabilities. The Ministry has issued official orders to implement this policy effectively.

This decision aligns with Prime Minister Narendra Modi’s vision of "Sabka Saath, Sabka Vikas." The Directorate of Estates has issued instructions to ensure this benefit reaches the deserving individuals, in accordance with the Rights of Persons with Disabilities Act, 2016.

Previously, the government launched the Accessible India Campaign (Sugamya Bharat Abhiyan), which included constructing ramps in government buildings and schools to improve access for persons with disabilities.

Union Minister for Housing and Urban Affairs, Manohar Lal Khattar, welcomed the move, highlighting it as a symbol of the government’s dedication to inclusive empowerment and building a more accessible India. According to the 2011 census, India had approximately 26.8 million persons with disabilities. In 2012, a dedicated department for their empowerment was created under the Ministry of Social Justice and Empowerment.
