50% Posts in Government Jobs Reserved for Contract Employees in Madhya Pradesh
More than 1.5 lakh contract employees in Madhya Pradesh are set to benefit as the state government moves towards implementing a 50% quota in direct recruitment vacancies across all departments.
Under the revised recruitment rules, 50% of direct recruitment posts will be filled by eligible contract employees. Although this provision was already included in the contractual policy, departments had not amended their service rules earlier.
Policy Introduced Earlier but Delayed Implementation
The contractual policy was amended in 2023 under the instructions of then Chief Minister Shivraj Singh Chouhan, stating that 50% of vacant regular posts should be reserved for eligible contractual employees. However, after elections, implementation slowed due to lack of administrative action.
CM Mohan Yadav's Announcement
Chief Minister Dr. Mohan Yadav later assured in a state-level convention that all provisions would be implemented. If any issues arise, officials from finance, general administration, and employee unions will resolve them through discussions.
Departmental Action Begins
The General Administration Department has now sought feedback from all departments regarding implementation status. Departments have been asked whether the rules have been implemented and, if not, the reasons behind it.
The School Education Department has already taken the lead by amending and notifying the rules. Other departments have been directed to follow suit.
Correction in Policy Implementation
According to the Madhya Pradesh Contractual Employees Federation, earlier provisions of 20% reservation introduced in 2018 were not properly implemented in teacher recruitment, leading to legal disputes.
The revised provision now states that contract employees who have completed five years of continuous service will receive benefits during regular recruitment processes.
