Madhya Pradesh: The Only State Where Women SHGs Collect Toll Tax

On May 26, Madhya Pradesh achieved success in its pilot project of assigning toll collection duties to women self-help groups on three roadways. Following this, the state will now extend the initiative to four more roads: Neemuch-Mansa, Nagda-Dhar, Ganj Basoda-Sironj, and Mohanpura-Behat.

A Step Towards Women Empowerment

In a unique move towards women empowerment, women in Madhya Pradesh are now managing toll booths on select roads. The state government claims that Madhya Pradesh is the only state in India implementing this model. SHGs are assigned toll booths with an annual projected revenue (APC) of less than ₹2 crore.

The SHGs receive 30% of the toll revenue as commission, while the remaining 70% goes to the Highway Fund used for road maintenance and upgrades.

Positive Impact on Toll Booth Environment

The toll booths operated by women are reportedly experiencing fewer conflicts. All staff members at these booths are women, and necessary security arrangements have been made to ensure their safety. This initiative was first launched under the Shivraj government and is now being expanded under CM Mohan Yadav.

Infrastructure and Support

The government provides the necessary toll plaza infrastructure including canopy, FASTag facilities, and sanitation services. The toll collection rights are assigned with district administration approval.

Economic Empowerment and Social Change

For the past year, SHGs have been running toll plazas on three roads in the state. The project has economically empowered these women, and with its expansion to four more roads, more SHG members will benefit from stable income and social recognition.
