Madhya Pradesh to End Recruitment for 1.20 Lakh Posts
The Madhya Pradesh government has announced that no future recruitment will be conducted for 1,20,710 posts.
The General Administration Department has declared work-charged, contingency fund, and contractual/kotwar category posts as "dying cadre" (to be phased out).
Government Order and Action Plan
According to the order, illegal appointments on these posts will lead to action against collectors, commissioners, or department heads.
The decision has been taken to reduce financial burden on the state government.

- Contingency fund posts: 55,808
- Contractual/Kotwar posts: 34,497
Status of Existing Employees
Employees currently working on these posts will continue their services as usual. In case of death during service, dependents will still be eligible for compassionate appointment.
Purpose of the Decision
The government stated that most infrastructure and construction projects are now tender-based, making the old work-charged system unnecessary.
This will help reduce unnecessary financial burden on the state exchequer and minimize legal disputes and demands for regularization.
Strict Action Against Rule Violations
The order clearly states that any collector, commissioner, or department head found making illegal appointments will face strict punishment under Rule 14 of the Civil Services Conduct Rules 1966.
Punishment may include withholding increments or even removal from service.
Types of Dying Cadre Posts
- Work-charged posts: Created for road, irrigation, and construction projects; automatically end after project completion.
- Contingency fund posts: Salaries are paid from temporary funds, not regular budgets.
- Contractual/Kotwar posts: Fixed-term employment based on contracts.
