Cadre Restriction and AI Impact in Madhya Pradesh – Allowances Stopped for Hindi-English Proficient Employees

The Madhya Pradesh government is implementing a new Cadre Restriction Policy that affects both officers and staff. The policy, influenced by Artificial Intelligence (AI), goes beyond just limiting the number of positions — it aims to push for skill development across departments.
One of the notable consequences of this reform is the discontinuation of allowances and awards previously granted to government employees who were proficient in both Hindi and English.
16 Officers Awarded IAS Rank
16 officers from the State Administrative Service have been awarded the Indian Administrative Service (IAS) rank. This has increased the total number of officers in the Madhya Pradesh cadre from 375 to 391. The awards cover vacancies from 2023 and 2024, with 8 officers selected each year.
Among those promoted are husband-wife duo Rakesh Kushare and Nanda Bhalave Kushare. Interestingly, even officers previously under departmental inquiry, such as Narayan Prasad Namdeo and Dr. Kailash Bundela, have been promoted after receiving clean chits.
Departmental Clearance Led to IAS Promotions
Promotions had been halted two years ago due to pending investigations. After receiving clearance, several officers were finally awarded IAS status. However, others like Jayendra Kumar Vijaywat, Manoj Malviya, Kamal Nagar, Dwarka Burman, Kamlesh Puri, and Sarodhan Singh missed out — reportedly due to age and other eligibility factors.
