SIR Verification to Cover 36.73 Crore Voters Across 19 States and Union Territories

The Election Commission of India announced on May 14 that the third phase of the Special Intensive Revision (SIR) process will be conducted in 16 states and 3 Union Territories, including Haryana, Jharkhand, Uttarakhand, and Delhi.

The entire verification process will run from May 30 to December 23. During this period, around 36.73 crore voters will undergo verification.

States included in this phase include Punjab, Uttarakhand, and Manipur, where assembly elections are scheduled next year. Elections in the remaining 13 states are expected between 2028 and 2029.

First and Second Phases Already Covered 13 Regions

The first and second phases of the SIR process have already covered 10 states and 3 Union Territories.

Following the SIR process, the BJP secured victories in assembly elections in Bihar, West Bengal, Puducherry, and Assam. In Kerala, the Congress alliance emerged victorious, while TVK won in Tamil Nadu. Assam underwent a separate Special Revision (SR) process, after which the BJP government returned to power.

Nearly 4 Lakh BLOs and 3.42 Lakh BLAs to Be Deployed

The Election Commission stated that around 3.94 lakh Booth Level Officers (BLOs) will be deployed during the third phase of SIR.

Assisting them will be approximately 3.42 lakh Booth Level Agents (BLAs), appointed by various political parties.

Door-to-Door Verification Begins on May 30

BLOs will begin door-to-door voter verification from May 30. The Election Commission clarified that each state will have a separate schedule for the process.

SIR to Cover Almost Entire Country

After the completion of the third phase, the SIR process will be completed across the country, except for Himachal Pradesh, Jammu & Kashmir, and Ladakh.

The Election Commission said that the schedule for these remaining regions will be announced later due to adverse weather conditions and census-related activities.

Among the states included in the third phase, Maharashtra has the highest number of voters, while Dadra and Nagar Haveli and Daman & Diu have the lowest voter population.

SIR Phase 1 and 2 Overview

The Election Commission had ordered a nationwide SIR process on June 24, 2025.

So far, the first two phases have covered 10 states and 3 Union Territories. Bihar was the first state where the SIR process was conducted.

Under the second phase, SIR was carried out in 12 states and Union Territories between October 28, 2025, and December 12, 2025.

According to the Election Commission, nearly 59 crore voters were covered in the first two phases. Around 6.3 lakh BLOs and 9.2 lakh BLAs participated in the process.
