VB-G Ramji Act 2025 Replaces MGNREGA
Keeping rural development at the center of its goal to make India a developed nation by 2047, the Modi government has introduced major reforms in rural employment policy. The new law, Viksit Bharat – Guarantee Mission for Employment and Livelihoods (Rural), commonly known as the VB-G Ramji Act 2025, has officially replaced MGNREGA.
The bill was passed during the Winter Session of Parliament amid strong opposition protests in both Houses. It has now received presidential assent from President Droupadi Murmu, clearing the path for its nationwide implementation.
Statutory Employment Guarantee
One of the most significant changes under the VB-G Ramji Act 2025 is the increase in guaranteed employment days. The statutory employment guarantee has been raised from 100 days under MGNREGA to 125 days per financial year.
Authority to Notify Work Suspension Period
To ensure the availability of agricultural labor during peak sowing and harvesting seasons, the Act empowers state governments to notify a break period of up to 60 days in a financial year for agriculture-related activities.
Compensation for Delayed Payments
The Act mandates that wages must be paid on a weekly basis or, in any case, within 15 days of completion of work. In the event of delays, workers will be entitled to delay compensation.
Clearly Defined Categories of Work
Unlike the earlier scheme, the government has clearly defined the types of work permitted under the new law. There are four primary focus areas:
- Water security and water-related works
- Core rural infrastructure
- Livelihood-related infrastructure
- Works aimed at reducing the impact of adverse climatic events
These provisions are expected to ensure visible, impactful work on the ground and contribute meaningfully to rural development.
Empowerment of Panchayats
An important feature of the Act is the decentralization of decision-making. Panchayats have been given the authority to determine the nature of work based on village needs. Through Gram Sabhas, work will be finalized with the consent of rural residents, ensuring community-driven development.
